My current solution is to have a 'walking sequence silhouette' that I position my toon directly over in every 4 frames to get a smooth and natural animation. The problem is, every 4 frames I need to shift the silhouette to the left and ensure the Y axis is the same. This process is a little tedious and sometimes I neglect move over 4 frames for the next frame in the silhouette.
Does anyone have a different method that works very well for them? The animation is pretty smooth, but the process takes a little too long.

Most of the time rotoscopy is not the best solution for animation issues.
