Hi
Try using the Soft Edges effect on a Fill/shape. You can adjust the parameters to change the range of the 'fall off' of the edge - for more or less 'glow'. This can give a nice sort of Neon Light effect if you use it with the brightest Green, Red or Blue. Your PPG's example has the outer edge of the eye glowing a lighter/brighter colour - maybe experiment with overlaying a slightly darker shape on top of the lighter one to achieve this.

To make the glow effect you will have to use a soft edge shape on a separate layer that is using the blend method 'add'.

Glows have to work on darker backgrounds and when using add use a dark well saturated colour for the best effect.
