Just as I started this post I figured it out. I hardly ever use the sequencer but I needed it for this animation. Cityscape scrolling across the screen but I had a zoom on the camera and needed the cityscape to hold for so many frames. I had already animated the layer before I finished creating all the windows and lights. Even though I was careful to be on frame 0 (guess I missed it once) All the new windows slid over into place at a certain point. I was able to move those keys to frame 0 but was left with key frames that I could not delete. Even tried Clear animation from document. Didn't work. When I figured out why the play head symbol was at frm 400 or so I moved the layer in the sequencer back to the beginning. Now everything is ok and I just have to set up the animation again, which was pretty simple anyway.
I went all the way back to 12.5 to see if it was a bug or something but still could not delete the keys. In hindsight it's probably some sort of fail safe. I was able to delete those key frames after moving the sequencer back to '0'

That's one of the mistakes I make from time to time.
I hope that one day, probably many years in the future, Moho will have an AI that will detect when a user is making a common interface error, and will display a polite message to the user saying something like, "Excuse me, talented animator, but it seems like you are having trouble trying to (whatever). Might I remind you that..."
Also, the AI will detect when you have finished animating a walk cycle and will play a trumpet sound.

All the bells and whistles would be nice ...but I'd probably uncheck it in preferences and keep making the same mistake

Keyframes that can't be deleted are usually a problem with something being keyframed in the timeline without technically having a frame zero keyframe (even though one can sometimes show). To delete these "orphaned" keyframes, they have to be copied to frame zero to "unorphan" them. If there's a lot of such keys on a channel, you can select them all and alt-drag them down to two key before copying them to zero.
