If you Drag-and-Drop a SVG file to the workspace or use General Import (as I normally do) for a SVG file - it results in a 'broken image'. i.e. Moho appears to try and treat the imported SVG as a Bitmap.
However - if you use the File > Import > Vector File > SVG File it works as normal.
p.s. I have also reported this to LM Moho Support

That's due to non-English characters in the file name or path.

i asked him about that but told me they are all english ..... it's not just him many people reported same bug though in 13.5
Yes, definitely check the entire path, not just the filename. That was the case with some international users who have posted about this.
Apparently, 13.0 was more forgiving about what's allowed. If so, hopefully, Mike will enable the allowance in the next Moho release.
In the meantime, I would avoid using any non-english characters in a path and file name. FWIW, most places I've worked at do not allow it because it can cause problems for a lot of software, especially on networks with mixed operating systems. Some places don't even allow spaces in paths and names, preferring _ instead or using camelCase. (It's what I usually do, even when working on personal projects.)
