The grid is linked to Layer Translation and Rotation, so that if you move or rotate a layer, the grid moves and rotates with it, making it fairly useless for it's purpose, which is a reference for lining things up (as I see it, anyway). I'd like to see this changed so that the grid is just the grid and stays where it is.

I second that one.
Or at least an option to show a "master grid" that doesn't move.
For instance a layer could have its own grid that moves with the layer (for keeping things lined up locally on the layer) then there could be a check box or display option for a "master grid" that never moves and is visible on all the layers. Or a check box for each layers' grid to show or not show it on all layers. (Don't want to "lose" features.

Yes, I can see the reason to have a "local" grid on a layer, but a master layer that is locked is, I think, essential. If we had more than one grid, then I think we might also need a way to color the grid to differentiate it from the master grid. As it is now, the grid is useless for Layer animation, but it can be used for point animation.

It is not a good solution but meanwhile you can use the scripts I made for alignX and alignY and use a pair of dummy shapes to align the others like if they were your grid origin.
Later using fazek translate points set a fixed amount of translation to the numerical input and use it as a fake of grid translating your shapes an amount of known points.
The cool feature of snap to closest grid intersection is loose but my idea could help you for regular shapes.
