How to properly parent IK bones

Hello, I’ve got a very simple rig for a character and have created IK bones for the feet. Everything works fine but I can’t figure out the best way to parent those IK bones.

I think I used to know this but completely forgot. What’s the best way to parent them?

If I parent them to the root bone, then when the character squats, the IK won’t work because the IK bones will move down with the root bone.

Ideally, I’d like a way to move the whole character and leave the root and IKs separate.
So is the best way to simply create a general control bone, parent the root bone to it and parent the IK bones to that one as well?

Actually, that won’t work, the moment I parent the root bone to the control bone, it will no longer let me translate the root bone, just rotate so I can’t make the character squat or sit, etc.

Of course, I could use the main layer to move the whole character and leave the IK bones unparented. But I was just wondering if anyone had a better way to do it.
