I looked at the project and thought the settings looked bit high, so I dialed them down. Here's how the dynamics look now:

These values are literally the first and only ones I tried, so definitely try tweaking them to get the result you want. In my Moho Physics video, I describe how I arrive at my numbers. The method helps me quickly test parameters so I understand what they do. I'm using a different Moho dynamics system in the video, but the method works for dialing in settings in any 2D or 3D animation program. The video is here:

That said, I tend to avoid using dynamics for something like this. I find dynamics settings only work for a certain range of motions, and I may have to use different settings for different animations. That's just too much trouble. And when the settings work, the springiness can look unnatural to me for cloth and hair animations.
I find it easy enough to animate cloth, hair, and tail bone chains using Sketch Bones, to I get exactly the result I want. To see how this works, check out my video on this topic:
