One importantr thing to remember with rain, snow, smoke etc. If the camera pans, make sure the rain is not pinned to the camera. That is, the effect does not pan with the camera. Despite the vast number of individual items, the eye can detect the spatial information. Becuaseof this, the rain hast o be treated as if it were a character standing in the scene. If the camera moves, the reain or other effect must stay with background. In old moves, the biggest giveaway that optical effects have been added is because the effect does not move with the scene.
The other tip is to add a grey graduated filter to the sky. This helps sell the cold dark rainy feeling.
Using graduated filters (discretely, ie, low opacity settings please) for interior shots adds realism to the scene - rooms are never evenly lit and corners ands areas away from the windows or light source have fall-off.
Grad's help sell this effect.
