Re Animating a Rendered Animation
Can A Rendered Animation be reopened and Animated. I have a animation that I saved then Rendered. After rebooting my laptop the saved animation inserts are blurred and not anything like the original. Therefore, I would like to reuse the rendered animation on mp4. I can open the mp4 animation but it will not permit altering the animation.

Generally speaking, no. A rendered animation is essentially baked down--there is no data there to allow you to change the animation as it was originally rigged. 
To a degree, you can alter the animation using MeshWarp in Moho or Liquify and Puppet in AE but that's not really the same thing.
I would try to figure out what's changed in the project to cause the scene to get 'blurry'. It might simply be that you accidentally enabled a blur effect or DOF.
