Just select the camera tool (4), move the camera, and create keys as usual.

There's no way to parent the camera to a moving object in Moho but If you REALLY want the camera to follow a character, here's something else you can try: Don't animate the camera or the relative position of the character. Instead, group everything in the background and animate the group position. This will make it appear that the camera is 'locked' to the character.

If you have foreground elements that you want to move with the BG, put the FG elements in their own group and bind both the BG and FG Group layers to a shared bone, and animate this bone with the character 'sandwiched' in-between the two groups. Naturally, the character layer should NOT be bound to this bone. If you push the BG and FG out in Z-space, this will give you a nice 3D like effect.

TBH, it's not a very natural effect --it will look kinda like a video game camera or like certain 'Go Pro' movies where the camera is locked to the wearer's helmet and pointed at his face. But maybe it's the look you want?
