What is the logic to starting everything at 0? 
If If I open a Group at 0 but it does not start until frame 500 do I need to make it invisible at 0 and visible at 499?  
Does everything in that group have to be  marked invisible at 0 then visible at 499? 
Please straighten me out on this. I'm kind of confused.
 I want to stay as clean as possible and learn the correct way at the beginning,

the straight answer is that if you set the group invisible/visible then you don't need to go through layer by layer and set the visibility on those. IMO, (when I need something to arrive part way through a scene, what I do is) draw the group on frame zero as visible; set visibility off on frame 1 and then set it to be visible on 499 ...
but ... why is the asset to be invisible until frame 499? are you doing a total scene switch? if so it's usually better to have two AS files - one for each distinct scene - and then stitch them together in a compositor. That way your scene that starts at 499 in file A would actually start at 1 in file B.. lots of reasons to do this rather than use AS as a compositor.
and there are plenty of other reasons you might want something to pop into existence at "499" - and every one of those has a potentially different way of handling it.. so if you want to share the storyboard a bit more I'm sure you'll get answers...

It's for a song which is 1346 frames long at 12 fps the chorus starts at frame 480 in this case with an intro and two verses before it and a verse and repeat chorus plus outro at the end. I prefer doing it as one file I have done so before no problem. My question was

I think you got it, make the whole folder visible/invisible as necessary, however you want to work.just after an answer to my question.

"Starting" or drawing? IFAIK Frame 0 is 'design mode' and you can introduce characters whenever you like thru making them visible or not. You can enable drawing on any frame you like I guess and design your character wherever you want. Frame 0 simply gives you a static, non-animated place to start with. IMO it is a 'safe zone' where you won't inadvertently make design changes in the middle of animating. You can easily get back to frame zero for all of your art instead of trying to go to whatever frame you created each thing on.
