The manual explains that Anime uses libsndfile:

And as a rule of thumb, I've always converted mp3s to wave or aiff before importing to any program.
However, I've seen that both can sometime significantly weight on proper playback, and even cause crazy wheel spinning on my mac.
I wish someone indeed knew of the most optimal bitrate and extension for most cases, and say, viral usage (among the common formats we can all use)

There is no "optimum". There's only what works for you.
1. Use WAV or AIF preferrably. MP3 only for layout sound.
2. Stick to your chosen project sample rate, 44.1 or 48 kHz. Take care that all programs involved are set to that same sample rate. If you use sound material from different sources with different sample rates, convert everything to your project sample rate first before doing anything with it.
3. AS is no sound editor. Do your audio mix in a decent sound editor, eiher in a sequencer program, or in your video editor, depending on how complex your stuff is.
