Repeating Backgrounds

i think this a easy one. im want to make a background that keeps repeating but not like walking in a forest an the backgrounds keeps on repeating itself. i want to make one were the background moves more with simple colorful lines or bubbles... you now kind of rising spiriti or whatever. i think i have seen a tutorial somewhere months ago and there was already a feature for that in AS but i just cant find it.
