Can you make custom brushes?

I know you can use clipboard images to use as custom scatter brushes but can you create and SAVE custom brushes for the scatter brush and stroke brushes???? It seems like you could or should be able to but I can't figure it out!

Stroke brushes are just PNG images inside the appication folder. Look inside, open some to get an idea about size and everything, then create your own. After next start of AS they're available.
