Have an arrow bound to an arm while in different layers?

Have an arrow bound to an arm while in different layers?

I am trying to make a simple "archer" animation. He would pull an arrow out of the quiver, place it on the bow, and shoot it, I was just wondering, when you animate the arm, if there was any way to bind the arrow to the hand while he pulls it out, so you don't have to make sure it lines up in every frame. (While still being able to freely rotate the arrow)

Put everything into a bone layer, bind the arrow to a root bone. This will be the flying arrow. Duplicate the arrow layer and bind it to the archer's hand bone. Change visibility where necessary.
