Classic question: Anime Studio? (Looney toons animation)

I think it really looks like made in Anime Studio. Of course, very well done and planned.
Look the movements, I almost can see bones and switch layers there. Take a look on the close ups, it looks like AS vectors, with its old non rounded end lines

hehe, that's exactly where I found it before
