How do I keep another part of my character from stretching and moving when I move a bone not associated with stretching. I have adjusted the bone strength, I have tried different layers.. Im lost.....

Under the help tag there is a help section. Click on that and look up bone and layer binding.

Once you do the tutorials it will get easier for you.
