Here I tried to replicate what the image looks like. I did this in photo shop, so its not an actual screen capture... But its pretty close to what it looks like.

Well, The format change was not a choice I made, but I have been rendering all my scenes at 960x540, because I Wanted something that wasnt to demanding on my renders (Speed wise), and still decent quality. I hadn't anticipated problems with resolution in the editing process. AVS is easy to use for film editing, but it seems to take out the ability to modify your DVD burns. For movie files, they let you customize everything, I mean shouldnt I be able to get a program that allows me to pick the resolution of the burn? I mean thats what I want to do right? It looks like some artifact from changing between progressive and fielded video, and I've also seen it when videos have been changed in resolution/dimensions.
Why do you use 960 x 540 if you need to burn on 720 x 480 in the end? You should avoid too many size changes, not only because it increases your rendering times.
Try a short test with changing the file properties in AS to 720 x 480.
