3D environment with 2D character problems

So I decided that it would be easier to animate with a 3D environment but use 2D characters. Well I have immune to camera movements and immune to depth of field enabled but for some reason, whenever I barely move the character with my mouse, he goes so far off screen that I literally get like

X-1029.30 Y-2846.29

and I don't even move the mouse 2 pixels. how do I fix this? the characters are on their own layer.
A device that makes bad weather. . . interesting :/
