This has been bugging me for a while, and really the only way I can explain this is by example, so here it goes. Lets say there is a stick figure standing on a stage in my animation, and the whole time except for the end he is just talking, like giving a speech or something. And at the end of my animation, the character walks off the stage. My problem is that I dont know how to set it where the character would just walk off the stage after he talks, when I try and animate it, the character would be walking of the stage the whole time he is talking but he is walking very slowly, because the program thinks that I want him to be walking off for the whole span of the animation. How do I make it where the stick figure just stands and talks for a minute or so and then walks off the stage, instead of him slowly walking off the stage for the whole animation (sorry I know this is confusing but I have no idea how else to explain it).

Copy the key frames used at 0 or 1, depending on how you are set up, and paste those to one frame in front of the time he should walk off. The key frames I am talking about are the layer translate ones you use to move him off the stage. This will tell AS to do nothing between that time period.
