the best approach to lighting?

i want to make some animation that looks soft with some lighting effects (or look even little overexposed), just like some japanese anime, i am wondering what is the best way to do it?

is there any tools in Anime studio to help with that? or should i do it with the editing program? i use premiere pro, so if that's case, which video effects can be used to do it?

I think the effect is called "glow", it's a blur which affects the light pixels only. Since it's applied to the whole image I think the fastest way is to process a finished scene in AfterEffects or Premiere or whatever software offers that effect.
