I go either way. It just depends how it looks or the style you're going for. And sometimes part of a character will have lines and other parts will not.

In the link below, look at the girls hair. I decided it wouldn't look good with any lines. Also, look at the background of the grass. I used a brush instead of a line.

It just depends on what you think looks right or the way you want it. ;)

It depends on the style you want to achieve.
In my case i always do lines for characters, but no lines for background so i vote for that one.

I was also leaning towards characters with lines and no lines for the background, so thanks for the examples very much, When I make another animation I will post it, EDIT: maybe I should do no lines after all, After yesterday of some experiments..........
