They are now under the draw menu as menu items...

The short-cut keys still work though...

I just use the arrow keys on the keyboard. I thought it was a new feature but it worked in AS 5.6 as well. ;)

Ok, I thought that 6 would be more newbie friendly. More stuff I just need to remember.

Actually, I absolutely never used that buttons. It seems to me much more intuitive control the shape order with up and down on keyboard.

Funny... I always used the menu for some strange reason. Never really gave it much thought to be honest. Keep in mind I only discovered the arrow key trick during the beta testing! ;)

Actually most times I used "cut/paste" for extensive layer order changes with large groups of shapes.

Imagine a huge pile of shapes in the middle of a huge pile of shapes and you want to move the middle bunch to the top? Using the buttons or the menu or the arrow keys was laborious.

I would select all the points of those shapes in the "middle", cut... then paste. Bingo! All on top with two clicks! ;)
