It is possible to successfully export cutout animation with images to swf if some caveats are followed.
1. Only use layer binding for the images. Don't use "warp image with bones".
2. You may rotate and scale image layers, but not perform any shear or perspective action. With bones you can rotate, but not scale.
3. Don't ever change the origin of any image layer (tool "0").
The last one I discovered last night, by accident. I think this could be repaired in a future version, but it's not high priority for me now.
