There is very little information here to work with. The only thing I can suggest is that you do the tutorials that came with AS and also look at the sample files and pay attention to the layer palette.
AS is based on layer order. A layer above another layer in the layer palette will render on top of that layer. Just like other programs that are layer based. This is the same for shapes. Each shape created on a layer is the top shape. You can change the order of shapes.
Without more info it's difficult to say what your specific problem might be.
Here's my problem: I have a mouth layer right? Then i try putting it on a head layer and it disappears behind it. Also if i have the head layer and try to put it on a background layer it also disappears behind it. Is that enough info? Or do you need a little more?

Would like to help but I don't know what you mean when you say "putting it on a head layer". You can put layers OVER a layer or INSIDE a group layer. You can't put layers ON other layers. That is why I don't understand. It doesn't make sense according to the way AS works.
You see the layer palette? The layers are stacked one over another. The top layer in the palette is always the front layer in the working area, the bottom layer is always the back layer.
Something like this:
eye layer
mouth layer
face layer
neck layer
will give you a nice head.
If you use group layers or bone layer, you can have:
body group/bone layer
- buttons layer
- body layer
head group/bone layer
- eye layer
- mouth layer
- face layer
- neck layer
The body is above the head because I want it to cover the neck.
Please work through the tutorials (under "help"), as long as you don't master the basic concepts it will be very hard for you to achieve any result.
