I have the image layers all set out, but I need to know, do I need a different bone layer for every image layer to keep thinds from twisting oddly?
To be more specific, I have a character with a tail in a front veiw. I have already seperated all of the body parts, but Do I have to create seperate bone layers to be able to move the characters tail, without twisting its side?

No, you just need to use regional bone influence and bone offset. In the bone layer's settings menu, under the bones tab, you'll find the region/flexible option.
Changing this to regional will make bones only influence what is within their bone strength region. Flexible allows all bones some degree of influence other the entire sub-layers.
Using the bone offset tool, you can have each body part separated enough so that none of their bones have influence on another part. So you basically need to add your bones to the separated character.
You'll probably what to import a reference image of the complete character to use for realigning the parts with the bone offset tool.
