Is there a maximum number of paired keyframes and sub-layers in the data file?
I am only switching 3 sub-layers. I am switching about 1000 keyframes. The animation slows after a while and then the switching stops.
Any thoughts?

It appears in both playback and a rendered file.
I can see the switches in the timeline, so I don't think the file is corrupt. There is an initial groups of switches that initially behave as anticipated, but then slow down. There is a second set that don't function at all.
I will try some experiments and see what I can learn.

Let me get this straight: you have an animation of about 1000 frames, and there are keyframes spread equally all around the switch layer timeline? In that case there shouldn't be any deviation from the timeline in the rendered video.
Try to render just parts of the timeline, like 1 - 100 and 901 - 1000, and look for differences.

After hours of experiments - I realized there was unintentional additional animation on each of the sub-layers.
I had created an object - a cell phone - then duplicated the sublayer - then rotated the phone a bit - so I had three sub-layers - vertical, tilt right, tile left . The switch worked through the phone sublayers so it would vibrate. Somehow, when I tilted the phone creating the sublayers, I added some animation.
Finally, I went to each sublayer and did a "clear animation from layer". Now the phone shakes.
However, that was after following many other false trails.
But, I am making progress and I thank you for the advice and interest.
