There might be some licensing involved...if you click through to the original webpage there should be a way of finding the legal details.

Deviantart also has a "stock" section, but I've never looked closely at the details. They usually specify that they want some sort of credit in the finished product. I don't know if that's legally binding.

Whatever you trace: the tracing is a drawing of your own, no matter who created the original photograph. As long as you don't trace images of mickey you're safe.
