...you do know you can change the project settings on Anime Studio to PAL?

Okay perhaps it is for some other purpose. I know of some, but I'd need to know what type of video file you're trying to convert as most of them aren't universal applications (i.e. they will convert some formats but not others).

humm, Maybe you could import your video into AS then export it to Pal or Ntsc, I think this method would be in desperation. Someone must have a very cheap or free converter.

Maybe you should try super. It's a free converter which, as far as I know, is able to convert anything.
