Attach bones to Images in Groups NOT to Group Layers

If you really want to have all on that order, you could change groups for bone layers. Then, add bones to the bones layers to animate the layers inside. You could attach each bone layer to one determinate bone of the superior bone layer.
Animate it will be slower, because you will have to constantly navigate on layers, but it works pretty well. I use this technique when I have complex rigs as, for example, an arm with many tiny fingers which bones I don't want to see all the time.
Anyway, when it's possible, I preffer to have all bones on a single bone layer, this way it's easier to know where the keys are and where should be.
PD: has your character several tails and arms or just one, hum, as all us...? Beacuse if there your character have just one tail which constantly changes its image reference on time you should use Switch layers instead groups or bones. Switch layers will show just one of its images at the time, and you can add bones to it. I use this technique a lot too, often with images layers which lighting changes or its shape changes or things like that.
