Been a bit busy but have got something working. I have tested for all the permutations that I can think of - basically threw a variety of my *.anme files at it. It took me a while (longer than it should have :( ) to get the logic-testing simple enough. It gets through 2Mb (around 130k lines) in just over a second.
You still manually need to adjust for transitions, action loops, etc.; those things that have a start before the point of time-insertion but have their finish keys after. I can't imagine any way around this.
I have it so you can upload a file. This is mainly to show it working (we hope). I will leave it online for a while and see how much interest there is. Ideally, if you find it useful, you download a copy of EasyPHP

and set up a local server. It is dead easy. Xamp is an alternative. It has a portable option.

Still, a couple of practical points...
Be clear that this is a PHP script - *not* Lua
You can enter negative values.
There are two variables at the top of the script that need changing - esp. the path to your files.

I wonder how the downloaders found the script. Did you get it running? Working?
Now that cc_shift_layer_keyframes might do the job - AND BETTER - this becomes less relevant. Ahhhhhh, blessed are the magnanimously beneficent.

I was one of those downloaders, but as soon as I realized I'd have to install something else (EasyPHP) I thought, surely it'd be easier to just fix cc_shift_layer_keyframes. So I ran off to do that without checking this out further.
Overall it's much nicer getting instant visual feedback within AS (and the ability to undo).
