its hard but not imposible keep trying and never give up.
try www.imageshack.us. It's free, and it's nice and simple.
You can't have everything. Where would you put it?
finally. i've uploaded my first file. here's the link http://img392.imageshack.us/img392/9750/backgmj4.jpg
this is one of my anime work, i'ld really appreciate any opinions or any criticisms.

A bit hard in the contrasts. If your close your eyes and look, can you make out your characters? And which light situation are you trying to paint? This looks like a view into the sunset (bright sky, dark rock silhouettes) with a flashlight used in the front (the characters and their shadows).
I'd recommend to take a copy of that file and flatten the contrasts and make it brighter, then add dark areas again. Try to make the characters more readable in front of the BG.

Thank slowwtiger i've just noticed all that, i think i was too carried away on usiing effects and lighting. i uploaded a more brighter picture and drew the charecter a little in front.

Yes, that's better.
I'm not really good with colour, so I use a lot of photographs for research. Find some images of people on a hazy day and compare the colours and the brightness to your image.

This is a version on a sunny day.

This is the hazy day, and mountains in the back. Ignore the stupid white guy and just look at the colours.

See the colours? They are much flatter than in your painting. Painting on the computer tends to use very strong colours, much different than reality.
These are no good photos, but all I could find at the moment.

i find darker views more eye catchy. i hope not to over do it though.

It only works if the site you uploaded your pic to allows it to be accessed from other sites. As you see in my examples, tI had to use a link to the fickr site because I was not able to link that image directly.
In your case it works:

1. Select your image
2. Chose "Open image in new window"
3. Copy that new URL into your posting
4. Select that URL and click the "IMG" button.
