How can i setting pivot center of radial gradient fill?

And
when i select points of my character and rotate
can i change pivot center?

You can't change the center point for a radial fill. It always starts at the center of the bounding box for the entire shape.

You could "cheat" and include extra points in the shape that are off to the side of the shape but are part of the shape. Moving those extra points will change the "size" of the filled shape area and change the center point of the radial fill. It is not a perfect solution since it also scales the radial fill.

For setting the center of point rotations you could try using Fazek's replacement tools:

These are custom tools that he created to replace the ones that come with Anime Studio. His rotate points tool allows you to set the center of rotation.
