These animations are being exported to Flash where they'll be used in the game. The game engine, among many other things, will loop the SWF and in this case move the dino at a speed where it looks like the dino is walking.
I use the project settings to loop the animation for previewing so I can make sure it will look right when the game engine loops the animation. I use the cycling to make sure the animation curves themselves loop correctly. It's a visual way to me to fix problems and guarantee a seamless loop in a looping animation.
