I would use a combination of motion blur along with drawing a "transitional" shape.

In traditional animation they would DRAW the "motion blur". I did this a lot with animated gifs:

There are only 4 images that "fake" the illusion of more frames.

Here's another example:

There are only 2 blurred images for each blur effect. The motion creates the illusion.

Rather than using actual blur you could use "drawn lines" that create an illusion of motion over a very short number of frames.

Yes there is a motion blur in AS but it's not a "real" motion blur as would be found in say After Effects or other types of video or animation tools.

It basically uses transparency and general blurring over a set of frames that can be set in the motion blur properties of a layer.

I have only used it for this crazy "trick":

A single rotated layer motion blurred to create a 3D effect.

Wait where is the motion blur, i cant seem to find it, is it in the scrpt section? or must i create the blur myself. if i have to create it myself, how would i go about blurring a chracter to make it look as though he is moving at speed.

You should find it under Layer Settings, third tab. Only for vector layers.
I don't know if AS have motion blur. I have it in AS PRO and the product comparison don't mention it.
From the built in help:
The controls in this tab control the motion blur effect for this layer. Motion blur can be turned on and off during the course of an animation. Checking "Motion blur on" turns on the effect. The default settings work pretty well for a basic motion blur effect.

"Frame count" controls how many copies of the layer should trail behind itself. The higher this number, the longer it will take to render your animation. Sometimes a high number may be used for an exaggerated anime or cartoon effect.

"Frame skip" controls the separation between blur frames. A larger number will cause the blur effect to trail farther out behind the current position.

"Start opacity" and "End opacity" control how the blur fades away behind the layer. Generally, a motion blur effect will fade a bit as it trails behind the layer. For some special effects, however, you may not want the motion blur to fade at all. In those cases, set both values to 100 to keep the motion blur completely opaque.

"Blur radius" controls the radius (in pixels) of the motion blur effect.
