Good start: Papagayo, rotate layer for face rotation, shadow shapes for the arms and a trial of body rotation.
Only one remark. Don't you think that Papagayo lip sinc is so perfect and the mouth moves extremely quick?

I'm not sure I understood your post correctly but I didn't use Papagayo at all. I don't know if it's because I use Windows Vista or what but Papagayo doesn't work all that great on my PC. I created actions that rotated the Eyes/mouth layer.
For the "3/4 Left Look" I moved the X position -0.25 and the Y rotation -45.
For the "3/4 Right Look" I moved the X position 0.25 and the Y rotation 45.
For the "1/3 Up Look" I moved the Y position 0.25 and the rotation -45.
For the "1/3 Down Look" I moved the Y position -0.25 and the X rotation 45.

To me the Lip sync is a little rough, but the thing that stands out the most is the weird "floaty" arm movements. I've got to work on my timeing for that.
