Why is NTSC preset 24fps?

Why is NTSC preset 24fps?

NTSC is 29.97 but the AS preset is 24. How come?

The presets only select the width and height of the animation. You'll need to set the frame rate yourself. This has the advantage that you can animate in traditional 24 fps, rescale the entire document to 30 fps, and set the document frame rate 29.97 fps for NTSC export.
