Starting with a complete picture of the Hula girl you have to cut every body/limb part with a raster editor (photoshop, gimp,..) and save them in a separated file using transparency (png format). Then import the parts into AS using a image layer for each limb or body part. Put them under a bone layer add some bones and that's all!!!
