That was very helpful.
What I found was that using Q (select shape) is required for the O-O to appear.
I have always been selecting the layer, then picking the shape from the drop down on the style box.
I can get my fill and set the color that way, but the gradient never worked right, and no O-O appears.

Good job solving the riddle of the missing handles. I don't use the list of shapes in the Style box, I always use the Select Shape tool, so I had no clue why they weren't appearing for you.
