Copying layers order

Hello guys, hope you all are doing great,
I wanted to ask if there is a way to copy layers order from one keyframe of the animation (say131) to another (say 132). I am doing head turn and sometimes the layer order switches back and I've do ordering again, consumes a lot time doing back and forth.

If you select the bone layer, you can copy/paste layer order keyframes.
