Reducing layer opacity on vector layers not working

Hey there for some reason reducing layer opacity on vector layers is not working? Any ideas as to what could be up? I want to trace a vector image of a png layer below it, but reducing opacity of the vector layer has no effect.

Is transparency enabled in the display settings?

And that's not available, if you're using Debut.
