So I have a whole lot of lampposts but some clustered too closely.

I know this is not that you want to listen, but... Have you thought to do it NOT using Particle Layers? Less cool, I know... but I think Particle Layers are not prepared (yet...) to work fine in this kind of situations... So belive me, you only will find all kind of troubles, since this one to others like (and specially) talking about depth... This sets even spacing in time, not in location, i.e. a burst of particles released every release "beat", or even a single particle released every "beat".Evenly spaced - if checked, then the particles will be released in even time increments.
