If one were to make a Moho cartoon at 1920 x 1080 HDTV resolution and burned it onto dvds for selling, would only people with HD televisions be able to play it?
What would the cartoon look like if it were played on a regular TV? For example, would the tv put a black rectangle at the top and bottom? Or would it simply not play?
Am I correct in assuming that a person working in 1920 x 1080 HDTV format should plan on making two versions of his cartoon--one for regular tvs and one for HD? In other words, two diifferent dvds will need to be made for selling?

If you want to sell on DVDs, you are limited by current DVD technology. The future technology is being battled out in the boardrooms and marketplace (blu-ray vs HD-DVD) but it is too early to see who will be the winner.
My suggestion would be to go ahead and make your cartoon in HD resolution and then use your video edition and procession software to encode down into a DVD resolution, like 720x480 (for NTSC, would be different for PAL, etc.). Then down the road when the marketplace has chosen, you can then release in full resolution on the new DVD format.
