I saw your post in the animators forum, thanks I'll check it out tomorrow, but what about eyelashes, is it the same concept? Cuz they tend to go all wobbly like in the image I posted.
So can I keep the switch layer for blinking and copy the original to make actions for expressions?

Yes, Zekewolf, eyelashes use the same concept (probably on the same layer as the eyes, unless you have a real need for a separate layer). If the closed eyes are different for each expression, I'd start with the expressions layer and duplicate that for the blinks. Otherwise, it shouldn't matter.

What if I wanted to have the eyelashes to not be masked like the way I have the face set up, it doesn't go outside the bounds of the characters outline.
Probably won't even need to do it but it's nice to know.

Just set the eyelash layer to "don't mask this layer".

I'm going to post up the most recent file. I had to make a few changes, because the eyes weren't behaving how I wanted, your idea works. I'll upload it so you can check it out and see if you can do anything to make it more streamlined. Right now I have lashes, lids and, eye shapes on separate groups with the eye shapes and lashes on a switch.
I made new eyelid shapes and masked them to the switch layer along with the highlights, both the eyelids and highlights are in the same group being masked by the switch layer beneath it.

There's a masking option called Exclude Strokes that will hold out the outlines of the mask layer, making the outlines appear to be drawn on top of whatever is being masked. So, if the lashes are part of the mask, they will not be clipped by what's being masked. Note also that the mask layer can be RGB art, so any strokes that are held out can be in color.
