No "Scale Layer" tool? What to do?

Hi everyone. I'm using Anime Studio pro 9.5, but there's no "Scale Layer" tool in this version! Why is that? How to be? It is quite useful tool. How do I scale layer now? It's not convenient without it, especially when you import some big picture... So what is the solution to this, can anyone tell, please?

In version 9.5, scale layer, rotate layer and translate layer are all handled by the same tool.

Which one you are using depends on where your cursor is in relation to the layer. Select your translate layer tool and watch how it changes when you move it around the red layer box.

Also, you can change the layer directly by changing the numbers in the appropriate fields at the top of the screen.
