I was doing a little test animation where I imported video, making it look like it was playing on a tv, but have not been able to figure out how to pause the imported video. For the purposes of that test I just took a picture and made it appear over the video at the point I wanted to pause it, which was hardly seamless. I assume there is an actual way to pause the imported video though, so if anyone knows how that would be great.

No, you don't have any playback control over imported video other than:
FPS (speed)
loop yes/no
start and end point (gtes invisible outside).
For your intended effect you may chop up the video into smaller parts, plus still images for the pausing bits. Put everyting into a switch layer and adjust playback start of video via sequencer.
