Sometimes all points selected, sometimes not -- why?

Working thru the tutorials, and I've noticed on Vector layers that sometimes when the Layer is selected in the Layer panel all the points are automatically selected, and sometimes they are not.

This is in the "tutorial 3.4.moho" file provided w/the program.

Why does this occur? What's the difference between these seemingly extremely similar layers???

Not sure if this is the issue but Anime Studio "remembers" which points are selected. If you selected all the points on a vector layer, go to another layer, then select that layer again, all the points are still selected. Same would happen if you only selected a few points. AS remembers the selected points.
