Creating characters by importing files

Is it possible bone rig a non-layered character? I have been trying without success. I want to bone rig this character. [IMG]http://i43.tinypic.com/3448w7k.jpg[/IMG]

If it is possible, why would anyone use layers to create a character? Seems like layers introduce all kinds of problems, like disconnected body parts, ect.

Check out this tutorial that describes how to rig a single image as well as doing it with layers:

Anime Studio is used by hobbyist and professionals alike, so which method you use depends on your skill level and project needs. Rigging a single image is fast and easy and if that's all you need for your animation, great. However, if you want more range of motion, the multi-layered approach is more versatile.

Basically, when it's all one picture, like that, you don't get to pick when something goes behind or in front of something else. Like if you wanted one hand in front and one hand in back, you may not be able to.
