Why smart bone is not working with a bind layer?

For the same reason it won't work with an image layer. If you bind a complete layer to one bone, there's no other option to further tweak that layer.

I got it now. Thank you so much! Now I knew how to bind some points & I leave the rest necessary actions for the smart bones
