Flowing cloth

I'm working on an animation that features a character with a cape. I'm having a difficult time making the cape flow naturally. Here's what I have done:

I used bones and vector movement simultaneously, but it doesn't look natural enough.
Does anyone have any tips on how to animate flowing cloth?

Offset the keyframes is the key.
I have made some tutorials about this kind of task:

-Short tutorial to animate ropes, clothes, chains, hair, etc
-Waving Flag in AS - Video Tutorial
-Hair waves

If you have ASpro 9, you can check the Jai character. The hair and cape are more complex examples of the same principle.
